This draft of the Constitution is completely missing:

- Procedure for votes or Congressional proposal
- Quorum
- Future revision of the Constitution
- Impeachment procedure
- Power to prevent PTO'er and foreign spy's from infiltrating Congress
- Congressional leadership structure
- Congressional Structure (committees)
- The SCI (which without it the use of government reserves cannot be authorized OR are not overseen by any Congressional body and will be solely at the discretion of the president)

That's just off the top of my head without looking at the current Constitution.  If this is passed and is intended to completely replace the current one, it will effectively mean that a large portion of the government is operating without structure or will be operating outside of the Constitution. 

I'm glad I got out of politics.  ;D

Maxx....This is just the Constitution. All of those things are part of the Code. The document found here is both. Title 1 of that linked document is the Constitution, and what we edited. We're saving the Code, and all the messy details, (Titles 2,3,4) for another day.

I haven't checked out the political forums that much so sorry if this is a newb question, but what's the difference between the Constitution and the Code and how do they work together?

Just like RL. Constitution is the founding legal doc, and the code is the set of laws built on top of the Constitution.

But in eRep none of these laws are enforce-able, because Admin is Lord. So much of the discussion has revolved around whether even having these things are confusing or not, fun or not, etc.

Many in Congress, so far, are supporting the new draft even while saying it won't matter much. Make of that what you will.

Yeah, the Constitution was voted on back in the summer of 09 when it looked like there might actually be some forum courts that'd be valuable somehow. 

As for the code, it deals almost entirely with congressional procedure and funding, which can be self enforced by congressional leadership here on these forums.

As far as the posted constitution looks, it's clearly much better than the current one, but I'd like to see one additional check on the military about the joint chiefs having control over the organization and operation of the military, but not its usage or deployment; that power should officially belong to the president.  The current commander-in-chief title just says "of the eUSA," which does not necessarily imply the armed forces specifically.

There were a few main reasons for having a new Constitution.
1. Usage of the courts has become an issue lately. We needed to cut any mention of them out of the old Constitution. As we looked through it, we realized it was terribly out of date, and decided to fix it in it's entirety.
2. As stated, the old constitution sucked. We needed a better one. Minimalist, reflecting the supremacy of Admins, the reality of game mechanics, and the influence of the military.
3. Americans like to have a Constitution. We could not let the old one stand because it was causing problems, and people would complain if we dissolved it, so we had to replace it.
