Fighting overseas

Fighting overseas is an aspect of the game I what to learn more about. For example, Operation: Polish Sausage

If you go to Poland (or another country) to fight do you,

1) Can you fight without being a Polish citizen?

2) Can you use their hospitals?

3) How many times can you move in a day?

4) Can you fight and move on the same day?

I remember now you can't to be   
    * employed
    * belong to a political party
    * serving in congress
    * serving as president  to travel internationally. Is that correct?

Not only that but you cannot be affiliated with a Political Party, that is about it, all you need then is a Moving ticket, or 4 depending on the circumstances involved. (If the country your traveling to is in conflict with your starting country, you must travel to a neutral country first...)
